APPEARANCE: 
Uta is a tall (5'10"ish, 177cm), lanky (126lbs, 57kg) man with black hair, styled into an undercut. Various tattoos cover his arms, and a sun tattoo covers his entire left pectoral region.His kakugan is always activated so his eyes are always red on black, unless he has a reason to not have them as such.

Out and about on the street he seems to be eclectic but on point with modern fashion or high fashion, seeming to wear top brand apparel. In the shop he typically wears a gray tank top underneath a black wrap sweater, along with harem pants and black sandals. He also wears a black necklace with round, white gems hanging from it.

The tattoo on his neck is a Latin quote written in Greek letters which read, "I can live neither with you, nor without you."

CANON HISTORY:

CANON PERSONALITY:
When he was younger he was savage and sadistic due to his upbringing in the violence and savagery of the 4th ward. Witnessing the events of what happened in the 4th ward from early on as he was growing up he came to learn that the world would never accept ghouls and would only love humans. He saw nothing in the future. He grew strong and became the savage and cruel leader of the ghouls in the 4th ward - killing just because there was no one strong enough to oppose him and otherwise stop him. He revels in chaos and destruction and liked to sow discord to see what happened.

As he grew older he became more tempered, a big part of this due to befriending Yomo. He pursued his passions in the arts and retired as leader of the 4th to open his mask shop and start his business. It is during this time he has become more stoic on the surface, generally unsurprised and unphased by things such as death. If he respects a person and they wish to die he will sit and watch as it happens rather than get up to attempt to stop it, nor would he mourn their death. He is not unfeeling, however, as he is a passionate man, but he keeps emotion very much restrained unless in a group of what he considers good company. It should be noted he is fiercely loyal, though it may not be clear as to who or to what.

On the surface he has a very nice way of speaking and seems to be very friendly and even goes so far as to tease people to try to keep the tone friendly and easygoing. For the most part he keeps his expression quite neutral, even while teasing others, and is unfazed by most things. He generally tends to be very calm around new people.

Uta has said canonically that he does not like change and he feels he has an inability to change - it has been pointed out that his ability to change has been through the support and guidance of Yomo and Yomo's ability to help Uta open to new possibilities.

POINT OF DEPARTURE: He will be taken before the action of the Auction Mopping-Up Operation falls into full swing - he will be in the process of auctioning off a one eyed ghoul.

ABILITIES:
Ghoul Physiology: Being a ghoul, Uta possesses superhuman regeneration, strength, and speed. If a ghoul is well fed then their body would be tougher than that of a normal human as well - a knife wouldn’t be able to stab them. Guns are not effective unless bullets are coated with melted down kagune (and then it's only somewhat effective), blades are not effective unless it’s a quinque - which are weapons made from the kakuhou - the organ that gives a ghoul its kugane. That is, a ghoul can easily damage another ghoul. While they are near invincible to normal attacks head on, they are still vulnerable on mucous membranes (inside of mouth, nostrils, etc).

Ghouls also have heightened senses - they can tell ghouls and humans apart by smell and can discern individual footsteps even from far away. In terms of their eyes they are able to process movements at much higher rates than humans - their fps is jacked way higher, if that makes sense. They need to be able to do this to keep up with their speed and agility.

Ghoul tongues are different than human tongues, causing human food to taste bad as well as have a disgusting and slimy mouth feel to it. Eating human food makes them sick and weaken them as well if they do not purge it. Ghouls only need to feed proper every one-two months or so - if they enter starvation they will go into a sort of instinct mode where they will kill and feed on the nearest available source no matter who it is. Starvation is said to be incredibly painful for them. Ghouls are able to drink black coffee, plain water, and alcohol without issue.

Cannibalizing ghouls creates a situation in which the Rc concentration in the body is even higher than normal (which is what ultimately leads to kugane mutation). This abundance of Rc allows for a stronger and kugane and even above baseline regeneration ability, though it comes with the cost that ghoul meat to ghouls is rough and generally unpleasant - though still better to eat than human food. Ghoul meat is a full replacement for human meat as well - a ghoul can live solely off of ghoul meat, at the risk of losing who they are to a kakuja.

It should be noted that when ghouls are unable to eat and cannot find food even in starvation, their abilities (such as regeneration) start to fade. There have been multiple instances in the manga where ghouls have had to autocannibalize in desperation to heal enough to hunt and obtain proper food. Autocannibalization appears to be enough to jump start the system, though (obviously) that would only work up to a point.

Unknown Kagune: Uta's kagune takes the form of a tail which can strike opponents from a distance. He can release up to six of these tails and control each one independently from each other. They move at an incredible speed (not instantaneous, however) and more or less act as extra long range arms. He has been shown to use them to walk around like a spider, as well, and can generally use them as creatively as he can figure. (He can scale walls with them, climb on ceilings, etc, if he wishes. He generally doesn’t. He’s not Doc Oc from Spider Man.) Kagune are dark red/red in color - like blood.

In manga explanation: Kagune are Rc cells which have been released outside of the body. Rc cells flow just like blood and can become as solid as teeth - we could say they are "liquid muscle", woven in the same way steel wire is. Ghouls stock Rc cells in the blood by eating people and the Rc cells are delivered to a sack called the kakuhou and stored until later. The Rc cells stored in the kakuhou are released by piercing through the skin either consciously by the ghoul or when the ghoul becomes excited. The released cells are repeatedly hardened and softened at the will of the ghoul, creating the kagune, and the kakugan (the red on black eyes) are also a result of using the kagune.

Unknown Kakuja: Uta possesses an unknown Kakuja that takes the form of several large arms sprouting from his shoulders and back with flesh that covers most of his face. Uta is capable of morphing his head into a three sectioned mouth with jaws, akin to that of a venus flytrap, which he can use to devour his enemies whole. (Not yet obtained in this part of the canon, but I would like for it to be mentioned as obtaining kakuja just comes from cannibalizing other ghouls and he will likely continue this pattern once he is able to make his own food. Uta is not driven insane and lost to this form and comes back from it successfully.)  Please note that kakuja can evolve more than once if the ghoul continues cannibalizing and coming back from kakuja successfully - the main character of Tokyo Ghoul goes through 7 different kakuja in the entire series, his penultimate form being a colossal dragon that can infect people and turn them into ghouls.

Superhuman Agility: He casually avoided Hirako's continuous assaults with his quinque, mocking him while closing in on the investigator. He can also run at high speeds and free run without issue.

Superhuman Regeneration: Uta has displayed inhuman regeneration feats; without any consumption, he has healed his face after being stabbed by several quinque knives in a short interval in addition to his instant regeneration when his face was injured again by Hirako slashing it in half horizontally. It should be noted that his regeneration ability is actually above and beyond that of what is normally seen in ghouls.

Shapeshifting: Uta possesses the ability to mimic the appearances of others, though the exact means of this are currently unexplained. He has previously imitated the facial features of Kishou Arima, while leaving his overall appearance and hairstyle unaltered. On another occasion, he was able to mimic the physical appearance and voice of Yukinori Shinohara with such accuracy that it fooled the man's former partner, Juuzou Suzuya. He was also able to mimic the physical appearance and voice of Haise Sasaki as well. It is clear he has the ability to physically mimic others (including physical shape, eye color, etc) as well as perform vocal mimicry of others.

Equivalences
Urban Survival: Tokyo Ghoul takes place in a fictional Tokyo where the first job for ghouls is to survive. Many ghouls are homeless for some period of time or another, and some, such as Uta, rise to own a ward. Urban survival is something that is required to achieve this.

Mastery of Disguise: On top of his shapeshifting he is able to actually style his hair, obtain a costume, and complete his disguise as another person, as well as add makeup as needed to create additional effects he may not be able to shapeshift.

Perfect Timing: Having the heightened senses and ability of a ghoul he is able to measure and react to situations without hesitation - this is inherent to being a ghoul.

JUSTIFICATION:

Justice - Uta is impartial and, though able to be close to people, is rather cold even in that respect. He maintains strict boundaries to others and is generally more inclined to minimize the relationship, no matter how much it may mean to him. He strategically places people in their advantage (if he likes them) as well as to his, setting situations up as he wishes them to be according to his vision of future. Ghouls very much live on a “play by my rules or die” mentality in the more vicious wards and Uta is someone who would have ruled the 4th in that way.

Death - If the Arcana decide to add a twist of humor, Uta definitely needs to learn how to change himself without having to use Yomo as a crutch. Uta in general presents outwardly to be averse to change. If this is truly the case then a reversal of death would be applicable to Uta in that he is about to come into change, or it is otherwise blocked and he needs to learn how to be more dynamic within himself. On the other hand Uta himself is an agent for change - as part of the Clowns he sowed chaos and constantly shifted the balances between humans and ghouls, as well as inter-ghoul wars. While he may be averse to changing himself in permanent means, he is certainly an agent of change.

Chariot - Uta walks his own tight-rope, balancing his calm self with the self he was when he ruled the inhospitable 4th ward. He rose to the top to topple the original leadership of the 4th ward and was successful and, for a time, was leader there. In the 4th ward there is no room for mercy and kindness - discipline was swift and harsh, often ending with a judgement that lead to death. But he was successful and well known for his time He is held with reverence and recognition as a leader and a man filled with wisdom and advice to give. When he was younger he acted on emotional impulse rather than thinking things through - this being somewhat tempered by his age and cautious living in the 4th ward (despite heavy CCG presence and its reputation for being inhospitable to ghouls).

Fortune! - Uta himself, being associated with the Clowns, is an agent of chaos and change - constantly working to turn the tides in another direction and to create surprises and new events. The idea for the Clowns is to always be in constant motion and to keep everyone else on their toes as well and to sow discord among others. Uta personally seems to find amusement in doing this, loving to switch sides just to keep things spicy and moving - he tried to eat his closest friend at the end of the manga. Despite all of this, he tends to be quite friendly and pleasant around others and is often approached for advice by other ghouls due to the way he dominated and ruled the 4th ward at such a young age. He approaches situations searching for opportunities to turn the tide and even went along with events in the manga to step out of the background and be in the main events as well as to create new relationships (he saw how special Ken was and decided he wanted to be part of that).

VETO: 
Fool: Not a good fit based on the mod interpretation of the card - the interpretation posted is a little too optimistic for him, as much as I'd love to vote for the fool. 

Lovers: Just not a good fit. Love and romance doesn't really exist for him because of the way he views the world.

The place I am from is a world split, and very violent. Humans live there, yes, and another group of people called ghouls, which is what I am. ...Predators to humans, but living under the thumb of humans, yes. Ghouls are forced to either live in hiding, or to balance upon a tight-rope.

[he paused, smudging the charcoal with his finger to get the lighting and mood correct]

If they choose to live atop a tight-rope they must be careful. They must appear human in every aspect. Eat human food - which is more or less a poison to us - attend studies, things actual humans do. I imagine ghouls that choose to do this live with much anxiety, as every decision they make affects the quality of the rope they stand upon. If they make a wrong move the rope beneath them may snap and all that they live for is gone - they live in a constant state of worrying if they will make it to the end of the rope safely. It is best not to be involved in the human world.

Here I am who I am without a death sentence hanging above my head. Here I am allowed to be a ghoul openly, even if that only means that I am allowed to be what I am due to the ignorance of others. It is hard to judge people you do not know or understand just because they eat their meat seemingly under-cooked. There are stranger things here: that is what makes this game amusing.

I am not pleased with the change of scenery, but I do enjoy having fun. The game here may be different than that of home, but it is a good challenge. It will be interesting to see who has the last laugh here.

PROSE SAMPLE: 
This is in response to prompt #63 (in other words, thank god we didn't have two pic0s when we returned)

Uta couldn't help but be curious about where he currently was - all dark with glowing lights, so very artificial. He couldn't help but look himself over, curious at the streaks of white light that lined his body. He had heard of an American movie that seemed similar to this, and now he was here. He couldn't help but reach to his back and pull off his identity disk, sating his curiosity as he looked it over.

Oh, this would be fun.

Already he thought about all of the things he could learn if he stole these disks and figured out how to read them - he was confident he could talk a program in this world into teaching him how to extract information from discs. He looked up and at the programs around him, seeing almost exclusively white variables like he. Those must be his fellow travelers. His fellow travelers from other lands that had so many interesting skills. There was a part of Uta that was absolutely elated at this perfect opportunity to "learn" some new abilities, and plunging the System into a new state of chaos would be quite entertaining.

Replacing his identity disk, he politely stepped in with a group of variables talking about going out into the sector to investigate something or another - what it was didn't really concern Uta. "If I may, I would like to join and help." His smile was pleasant, demeanor quite calm and kindly. "An extra pair of hands may become useful, after all." They seemed alright with it, and he was in the group. He would just have to wait for the chance to isolate one of these programs to derezz them and take the disk, so he went along with the group quietly for the time being.

A few mCycles passed and they were in what appeared to be the ruins of a city. It wasn't long until the group decided to split to cover more ground, and Uta offered to buddy up with a program that seemed to be particularly nervous to be so far away from the defenders and whatever it considered to be civilization. The program seemed to relax a bit with Uta offering to tag along. Oh, what a mistake that confidence was. They were quickly isolated away from the rest of the group, in a maze of buildings that were worn away from corruption. When Uta could no longer hear the footsteps of the rest of the group, he swiftly took the identity disk of his partner. The disk spun up in his hand and, swift and decisive, Uta cleaved the program with the disk, destroying the vast majority of the program's head. The body collapsed in a mess of bits and bytes, and Uta started to examine the disk, trying to find the secrets to accessing the information contained.
